Guards for content-addressed stores in this package, today the whole-package
cache (compiled-cache.ts). They live in one module so a hardening fix -- a
refused path shape, a stricter digest check -- lands once for every store
that adopts them; the per-prototype payload store that shared them was
retired with ADR-0019.
